The Southern Thornlands Priority Development Area (PDA) was declared on 4 April 2025 and the Southern Thornlands PDA Interim Land Use Plan (ILUP) is now in effect.

Covering approximately 890 hectares, the PDA will support addressing Redland Local Government Area’s (LGA) future housing, infrastructure, and economic needs. Southern Thornlands was identified in Shaping SEQ 2023 update as a priority future growth area.


Southern Thornlands PDA Interim Land Use Plan (ILUP)

The Southern Thornlands PDA ILUP is a temporary planning instrument which regulates development until a PDA development scheme is finalised. It is expected to be in effect for a period of up to 18 months while detailed planning and engagement is undertaken as part of the development scheme preparation process. A PDA development scheme, once approved, includes a vision, a land use plan, an infrastructure plan and an implementation strategy.

The ILUP includes two precincts:

  • Precinct 1: Eastern Precinct – located east of Springacre Road. Precinct 1 provides for a residential neighbourhood supported by a mixed-use centre. Development applications may be lodged, assessed and decided while the ILUP is in effect.
  • Precinct 2: Investigation Precinctcomprising the balance of the PDA. Development in Precinct 2 is restricted to interim or temporary uses until the PDA Development Scheme and Development Charges and Offset plan in finalised.
  • Meeting Redland’s Housing Needs

    Redlands LGA is growing, with the population forecast to reach 210,000 by 2046. The Southern Thornlands PDA will support this growth by enabling diverse housing to meet community needs.

    The PDA will enable around 8,000 new dwellings, with up to 900 in an Early Release Area under the ILUP.

  • Supporting Economic Growth and Job Creation

    The Southern Thornlands PDA will create new employment areas providing for:

    • Business and industrial uses that enable local job creation.
    • Activity centres that will support the growing community.


    By creating jobs, the PDA will strengthen the local economy and provide more opportunities for residents to work close to home.

  • Infrastructure to Support Growth

    The PDA will be supported by the infrastructure needed for both residential and economic development.

    Key infrastructure priorities include:

    • Education and community facilities to meet the needs of an expanding population.
    • Parks and open spaces to promote a high quality of life for residents.
    • New roads and transport links to ensure access to jobs, education, and services.
    • Stormwater and wastewater network upgrades.
  • Environmental Considerations

    The Southern Thornlands PDA contains environmental values, including fauna habitat and waterways connected to the Moreton Bay.

    The PDA will integrate development with these environmental values by:

    • Preserving and rehabilitating environmental corridors to support wildlife movement.
    • Providing clear guidance on where development can and cannot occur, ensuring sustainable growth while safeguarding the environment.

EDQ appreciates that development of this scale effects the people who live and work locally. We are committed to engaging with the community and stakeholders throughout the PDA planning process with engagement activities beginning in 2025.

Public notification of the proposed PDA development scheme and draft DCOP is expected in 2026. This is the formal opportunity, outside of the engagement activities, for the community to have their say and help shape how this area will develop.
