The Weinam Creek Priority Development Area (PDA) was declared on 21 June 2013 under the Economic Development Act 2012.
The PDA is located in the Redland City Council local government area and comprises approximately 42 hectares, encompassing 36 hectares of land and nearly six hectares of Moreton Bay Marine Park.
The Weinam Creek PDA is bounded by Weinam Street to the west and Moreton Bay to the east; and Peel Street in the north and Moores Road to the South. The Weinam Creek PDA is outlined in the map below.
The Weinam Creek PDA Development Scheme (development scheme) is applicable to all land within the boundaries of the PDA and PDA-associated land. The development scheme came into effect on 29 May 2014.
A draft Development Charges and Offset Plan (DCOP) has been prepared for the Weinam Creek PDA to provide guidance on infrastructure planning and charging matters. The DCOP was open for public consultation from Monday 18 November to Friday 13 December 2024.
EDQ officers are now reviewing the submissions received and will amend the draft DCOP and Infrastructure Planning Background Report (IPBR), where necessary, in response to the submissions.
The final DCOP and IPBR will come into effect once approved and will be made available online. The Submissions Report will also be available online for review.
What is a DCOP?
A DCOP outlines the larger or shared infrastructure (trunk infrastructure) upgrades planned to service the projected growth and development guided by the PDA development scheme. It includes details on the trunk infrastructure upgrades required, when they are required and how much the infrastructure is expected to cost for the water, sewer, transport, parks and community facilities networks.
Additionally, the DCOP includes information on infrastructure charges which are levied on development and used to pay for trunk infrastructure. The infrastructure charge amounts and other policy related to charges—such as how to calculate the charge, when credits apply and when offsets apply—are included in the DCOP.
